In December 1946, the Havana conference began as planned. In order to welcome Luciano from exile and to pay tribute to his constant authority in the crowd, all the participants in the conference brought envelopes of money to Luciano. These “Christmas gifts” amounted to more than $200,000. At the first dinner hosted by Lansky, Frank Costello and Joe Adonis, the money was given to Luciano. The official coverage of the Havana conference was that the Mobsters were attending a gala evening with Frank Sinatra as entertainment. Sinatra travelled from Chicago to Havana with Al Capone Cousins, Charlie, Rocco and Joseph Fischetti. Joseph “Joe Fish” Fischetti, an old acquaintance of Sinatra`s, was Sinatra`s companion and bodyguard. Charlie and Rocco Fischetti delivered Luciano a $2 million suitcase, his share of the American thugs he still controlled. The seminar takes place at the Havana Convention Centre and no registration fee is charged.
The convention centre offers five-day packages (November 18-23) at preferential rates, rooms, breakfast and airport-airport transfers. The hotel will take place at the Palco Hotel, which is part of the convention centre where the event will take place. At the conference, Luciano reportedly asked to keep his post as chief at La Cosa Nostra. Then Luciano`s allies, Albert “The Mad Hatter” Anastasia seconded the request. Anastasia agreed with Luciano because he felt threatened by Genovese`s attempts to incriminate himself on his bats at the water`s edge. Controlled by the Luciano Costello-Anastasia alliance, Genovese was forced to swallow his ambitions and plan for the future. To continue to embarrass Genovese, Luciano encouraged Anastasia and Genovese to settle their differences and shake hands with the other leaders. This symbolic gesture was to prevent another bloody gang war, such as the Castellammares War of 1930-1931.
When Luciano consolidated his personal position and crushed Genovese`s ambition, Luciano started the debate on crowd drug operations in the United States. The most pressing points on the conference agenda were leadership and authority within the New York mafia, casino interests controlled by Havana`s casino crowds, drug trafficking and West Coast operations of Benjamin “Bugsy” Siegel, especially the new Flamingo Hotel and Las Vegas casino.
